Very cool. Looks like a typical 1970's pre-recorded cassette from Germany. Sometimes record companies would do small series of blanks, and this is what they looked like. Complete with copyright advisory and even GEMA mark - both usually to be found on almost every pre-recorded tape, but not on blanks.

Irgendwie muss ich an ORWO denken wenn ich mir die WM 74 Kassette so anschaue. Kann das sein?
Anyhow I must think of ORWO if I look the world championship 74 cassettes so. Can this be?

Nö, das ist ein Magna-Gehäuse, und das Etikettendesign stammt von irgendeiner westdeutschen Plattenfirma. Auch das mit dem "Cobalt Tape" gab's mal kurzzeitig bei Magna - im Zusammenhang mit Orwo ist mir das noch nie begegnet.

I don't know too much about the sub-versions of TDK tapes, but my best bet would be that you could find the missing one in the UK or Australia.
